The historical decision by the European Council of June 23th and 24th 2022 recognizes the European perspective of Ukraine to ensure an official statute of “candidate country” to Ukraine marks the start of an exceptional enlargement process.

The path towards integration will require the country to be able to assume the obligations of membership by satisfying the political and economic conditions enshrined in the Copenhagen criteria. According to the European Commission, there has been progress made by Ukraine on the stability of institutions guaranteeing democracy, the rule of law, human rights and respect for and protection of minorities. These efforts have also concerned Ukraine’s macro-economic record and financial stability.

In this regard, focus will be given to the first Copenhagen criteria. While considering the efforts that Ukraine has made, it is important to take into account the further steps that the country has to fulfil. Focus will be given to the necessary measures to strengthen the functions of the legislative bodies, implement solid and effective judicial reform, and finalize the legal framework for national minorities.
